				<content:encoded><![CDATA[<p>This is the week the huge corporate wind power development industry gathers at the Metro Convention Centre in Toronto to find ways to liberate more dollars from Ontario ratepayers and taxpayers to &#8220;grow&#8221; their business via the Ontario Feed In Tariff or F.I.T. subsidy program.</p>
<p>For some, the trip to the Convention Centre is a short hop from their lawyers&#8217; offices on Bay Street. We can&#8217;t tell you how many power developers are involved in litigation just now but top of the list would be Gilead Power/Ostrander Point Energy LLP, wpd, and the others facing legal actions over potential property value loss. The Environmental Review Tribunal continues on the Prince Edward County project, considered a migratory bird area of &#8220;global&#8221; significance.</p>
<p>But the F.I.T.: let&#8217;s recall some of what was said about it in <em>Dirty Business: the reality of Ontario&#8217;s rush to wind power</em>.</p>
<p>Michael Trebilcock, professor of Law and Economics, University of Toronto: &#8220;The current Ontario government&#8217;s headlong rush into massive subsidization of various forms of renewable energy, especially wind and solar energy, is likely to reveal the law of unintended consequences from these precipitous policies&#8230;&#8221;</p>
<p>Parker Gallant, former international banker, TD Bank: &#8220;&#8230;Ontario is pricing itself out of the market and will not have the ability to attract any manufacturers or service sector companies that require significant energy&#8230;&#8221;</p>
<p>Tom Adams, former executive director of Energy Probe, and energy analyst: &#8220;We need new ways to think about our electricity future and to find positive roles for renewable energy. First, the [Green Energy and Green Economy Act] GEA must go.&#8221;</p>

<p>Among CanWEA&#8217;s protestations is the claim that the wind power biz has been providing &#8220;clean energy&#8221; for 30 years. No, you haven&#8217;t. You have NOT been building gigantic noisy wind turbines stretching over 400 feet in the air, carrying 2 and 2.5 megawatt machines&#8230;you have not been puncturing environmentally fragile areas like the north shore of Lake Erie for 30 years, or proposing wind power factories for important bird areas like Ostrander Point in prince Edward County for 30 years.</p>
<p>Hard to see through the PR spin without a playbook&#8212;that&#8217;s why you need a copy of <em>Dirty Business</em>.</p>

				<content:encoded><![CDATA[<p>Yesterday in Newmarket, Premier Dalton McGuinty announced that his government will close down two more coal power-generating plants, way ahead of schedule he says.</p>
<p>And in a letter to the <em>Whig-Standard</em>, Ontario&#8217;s Minister of the Environment Jim Bradley (whose ministry recently approved the power plant at Ostrander Point, a noted and &#8220;globally significant&#8221; area for migratory birds&#8211;who we know just how <em>much</em> he cares for the environment) once again justified the government&#8217;s actions by trotting out the figure of 10,000 deaths from air pollution in Ontario every year.</p>
<p>What absolute garbage.</p>
<p>From his chapter in <em>Dirty Business</em>, University of Guelph professor Ross McKitrick : &#8220;If the goal is to reduce air pollution and greenhouse gas emissions, the GEA [Green Energy Act] goes about it in the most costly and ineffective was ever tried&#8212;yet another failure.&#8221;</p>
<p>Ontario&#8217;s air quality has improved steadily since the 1970s, and as the Ontario government itself has stated, the majority of the pollution that persists is from industry south of the border, and from Ontario&#8217;s cars and trucks.</p>

				<content:encoded><![CDATA[<p>(Retired) physics professor John Harrison&#8217;s rebuttal to CanWEA and Environmental Defence claims that wind power projects are good for the environment is one chapter of Dirty Business. Amid the facts about the cost and reliability of wind power generation, Harrison discusses the effect on the environment and quotes a statement from Nature Canada to the Ontario Power Authority dated October 2008. &#8220;Individual turbines and wind farms must not be located in areas with particular significance to congregating, migrating or breeding birds, including Important Bird Areas such as Amherst Island IBA.&#8221;</p>
<p>Similarly, Harrison notes, Ontario Nature passed a resolution at its 2010 Annual General Meeting: &#8220;Be it resolved that Ontario Nature&#8211;Federation of Ontario Naturalists 1)calls upon the government of Ontario to place a moratorium on wind farm development within 5 km of known significance to migrating birds and national parks, provincial parks and important bird areas &#8230; and 2) urges the government to protect these sites from wind farm development if studies determine that they have significant bird migration concentrations, for example of over 100,000 birds in a season or are found to be situated within major migratory pathways.&#8221;</p>
<p>Fast forward to 2012, a few days before Christmas in fact, when the Ontario government announces that the wind power project for Ostrander Point, on the southern tip of Prince Edward County, has been approved.</p>
<p>More than 750,000 birds pass through this area twice a year as part of migration. For decades, the provincial and federal governments have been trying to create a park in this area to conserve a unique and rare environment and to protect and harbour the birds.</p>
<p>Ontario&#8211;and specifically, the Ministry of the Environment&#8211;doesn&#8217;t care. In fact, approving Ostrander Point is a specific slap in the face to anyone who cares about the environment.</p>

				<content:encoded><![CDATA[<p>The last few weeks have been difficult for the Ontario Liberal government, particularly with the furore about the political decisions to move two gas power plants from Toronto to&#8211;guess where?&#8211;rural communities, far from Toronto which is where the power is needed.</p>
<p>And, this week, Environmental Commissioner for Ontario Gord Miller produced his Annual Report in which he suggested that maybe it&#8217;s not such a hot idea to put wind power developments in sensitive environmental areas, such as where migratory birds are found. (Mr Miller also said that cats kill more birds than turbines do, which ignores the question of what <span style="text-decoration:underline;">kind</span> of birds are being killed by the huge machines.)</p>
<p>As professor John Harrison pointed out in Dirty Business, &#8220;not one wind farm in Ontario has been subjected to a full Environmental Review.&#8221; (page 57) He also quotes the motion from Ontario Nature at its 2010 meeting, which calls upon the Ontario government to halt wind power projects within 5 km of migratory bird areas.</p>
<p>This was all foretold in <em>Dirty Business: the reality of Ontario&#8217;s rush to wind power.</em></p>

				<content:encoded><![CDATA[<p>While comments are pouring in to Health Canada, as we understand it, on the proposed design of its study on industrial wind turbine noise and health effects, which will actually involve <span style="text-decoration:underline;">clinical studies</span>, another development has occurred:</p>
<p>Independent health researcher Carmen Krogh, along with Director of Communications for the Society for Wind Vigilance Beth Harrington, have released a call for a federal government full public inquiry.</p>
<p>The inquiry would involve testimony under oath and would also allow people living with wind power generators to tell Canada what has happened to their lives.</p>
<p>Mostly the problems are in Ontario, of course, where a provincial government that is either completely dumb or completely complicit with the wind power profiteers has engaged in crushing the huge power developments into rural communities, too close to homes and schools. Some people live 24 hours a day with the turbine noise. Some people have had to leave their homes. Some cannot sell their homes.</p>
